Could it be possible they are really going through with the threat of reinstituting the Mark?

who cares if they ban short selling of german stocks...............we will short the american ones...........which is what we' re actually doing. Americans won' t ever ban short selling................it's the way banks manipulate markets to the downside and banks are too strong in the USA to let someone do anything against themselves. Germans may ban what they want....... even the air if they want.

banning temporarily.....................has already been done everywhere in the world. Just temporarily. In the USA they are talking now about halting trading for an hour not about banning shorts

Exactly...they are banning "naked short selling" in certain stocks, not short selling, in the reports I have read.
