America is resegregating rapidly.

 

Racial integration has failed.

 

60 years after the Brown v. Board decision declaring “separate but equal” schooling  unconstitutional,  the segregation of black and Hispanic students in K-12 schools in America is increasing.

 

As Bobby Scott, a black Congressman from Virginia, put it, “Segregation in public K-12 schools isn’t getting better, it’s getting worse, and getting worse quickly.”  20 million students are now attending racially segregated schools, 16 per cent of the total student body, up from 9 per cent in 2000.  And that is not including the large cities of the nation, from New York to Los Angeles, where 90 per cent of the students have segregated schools.

 

None of which will come as a surprise to anyone in the country who has paid attention to the progress of racial desegregation in the past half-century.

The dumbest idea in politics is the assumption that people should be evenly distributed in incomes, institutions, occupations or awards

 

Renowned historian Fernand Braudel said, “In no society have all regions and all parts of the population developed equally.”

 

A recent article in the New York Times saw as a problem the fact that females are greatly under-represented among the highest rated chess players. Are there girls out there dying to play chess, who find the doors slammed shut in their faces? 

 

Something as simple as age differences among groups can doom any assumption of even or random outcomes.

 

If every 20-year-old Puerto Rican in the United States had an income identical with the income of every 20-year-old Japanese American — and identical incomes at every other age — Japanese Americans as a group would still have a higher average income than Puerto Ricans in the United States. That is because the median age of Japanese Americans is more than 20 years older.

 

People with 20 years more work experience usually make higher incomes. And age difference is just one of many differences between groups.

The racial experiment has failed. We must not say so, but I suspect that most of us know it. To admit it would be to concede the unspeakable. The horrible question arises again: What now?

It is apparent that nothing of any use in going to be done and probably that nothing can be done. The police? Pulling all police out of black neighborhoods would end complaints of racism by cops. It would also leave the ghettos utterly controlled by criminals. Take your choice.

The calls for the burning of white neighborhoods do not bode well. Whites often are well armed. Gun sales are way up. Men I know have no desire to shoot anyone but will do so if their homes are threatened.

What now? The Fergusons, Baltimores, and Milwaukees may calm down, but if they do, the underlying situation will not change. Nobody seems to have any more idea than I do what to do about it, which is no idea at all.

All white reporters were prevented from entering the premises, while black reporters from two television stations, as well as the publisher of the Savannah Tribune newspaper, were permitted.
