Since the BOJ is such a big player in the global bond market, I'm guessing they are thinking treasuries are a better buy than JGBs now. The spread between the two is at a level that usually means treasuries will rally soon. A bullish treasury market doesn't exactly mean a bearish stock market, but things could change pretty fast like in 2010 and 2011 especially if the debt limit ceiling isn't raised anytime soon.
