Sheer idiocy. Stock market transactions do not create or destroy cash, they just move it from one account to another.

My biggest problem with low cash argument is that a small rotation from bond fund will release enormous amount of cash

Not always true.  Some bond accounts are rotatable and some are not for risk management reasons, especially the accounts are for pension funds.  I think for those rotatable they probably already done with it, not waiting till now.
