YES.

Be careful, put a chart of S&P futures or cash next to the VXX chart; also a VIX chart. 

Observe patterns, correlation, trends in all charts etc

Note VXX is not an investment instrument, daytrading it is best, don't hold for too long

I used XIV as a short term investment as well. Did pretty good.

These are the present VX weekly and monthly VIX futures contracts that the houses use to create VIX ETNs.  They do not particularly represent the VIX cash index in percentage terms but the ETNs do.
