There is a lot of demand from the build out of semiconductor design and fabrication capacity in China.   They currently import nearly 200 billion dollars of chips each year.  They also want control over chips where foreign competitors are embedding surveillance monitors and kill switches.  The US government has been crying foul over their drive by 2025 to design all chips internally.
