Then it looks that the tariffs on 200 billions of Chinese import will not be implemented in September.

Within 60 days of the midterm, I doubt Trump wants to be seen escalating the trade war with China.  China will accept the meeting, and give nothing to the US.  Trump invited Pres. Xi to Maralago to play golf, to build a friendship, but that was all wasted.  US attacked China with trade tariffs, while wanting China to help with sanctions against N. Korea.  That is a dumb idea and it is not working.  China will not want to help Trump in any way going into the mid terms, so they will not give anything in the Sept. talks, IMO.  This is economic war, and I think Xi would like to see Trump weakened by having to deal with a democrat house.  Trump probably knows this, but for appearances sake, while both US and Chinese companies are suffering, he has to at least look like he's trying to do something to resolve the war he started.

 

As far as intellectual property, why is it not the US CEO's job to determine the value of the intellectual property that is shared with China, and if it is too valuable, then just walk away from the business.  Google does not operate in China because they will not censor the websites as China demands.  A little different, but if Google can decline to do business in China, any other US company can also decline to do business in China, if they feel the cost is too high to their corporation.  I know my old corp. would never have given our most valuable IP to anyone.  And not all IP is very valuable, only some of it is.

As the market now is unable to react to "good news" in the trade war I see its focus now is on the midterm election.  So, the market is on the path to drift lower before the midterm ..............
