i believe he desperately wants it before he leaves the office, actually the men behind the curtain do, not him...

as always, the best way to time it is to watch service stocks like dick's halliburton which is breaking out (right after dick's speech in australia) ) despite the current horrific fundamentals ... also all weaponry stocks trading 52 or all time highs interestingly
