I agree with you, but you cannot get enforcement from the foxes guarding the henhouse. Just take a look at the story on Stock fails below. Makes Madoff look like a small time crook.

agree GS - just mean every time there is a problem resuting from those foxes, DC says oh, NOW we see the light and we gonna write some new tough rules - rules were fine, problem was the foxes did nothing to enforce them, duh!
