I think its because you have a gigantic pile of agency paper from Carlysle and BSC hedged right now with swaps until the FNM/FRE deal is final. These guys are going to the window because they're buying agency paper, not selling it. Then they're going to flip it to FNM and FRE.

pg: interesting: your comment highlights that theings are still very complicated and that the fed and administration and treasury rescue plans, while apparently so simple and clean and wonderful, really are fraught with unintended consequences and abuses of the system.
