Does anyone know the answer to this question? Or, will they be part of the short-selling ban?

There will be no short selling ban, it is a bluff and I found out the reason for it. It is all politics. This market is setting for a big destruction eventually.

You may be right, Aha, but they did ban short selling in London.

I think London banned short selling in financials only.

From another site:

If you go the Proshares website (http://www.proshares.../funds/skf.html for SKF) and download the CSV file that has the daily holdings of the funds, you will see that the double shorts merely hold inverse swaps with the index ETF.

So everything should work fine tomorrow.
