In this report I analyzed the statistical relation between the Quasi-Biennial Oscillation index (QBO is a measure of the direction and strength of the stratospheric wind in the Tropics), the solar activity, and the Arctic Oscillation index and obtained a statistically significant regression equation.

So what are you saying? That the Sun affects earth's weather? Unbelievable!
2008-2010 saw record cold however last summer some areas saw record heat last summer...Maybe this could explain it, Maybe it is the Sun:

If you've ever stood in front of a hot stove, watching a pot of water and waiting impatiently for it to boil, you know what it feels like to be a solar physicist.

Back in 2008, the solar cycle plunged into the deepest minimum in nearly a century. Sunspots all but vanished, solar flares subsided, and the sun was eerily quiet.
"Ever since, we've been waiting for solar activity to pick up," says Richard Fisher, head of the Heliophysics Division at NASA Headquarters in Washington DC. "It's been three long years."
Quiet spells on the sun are nothing new. They come along every 11 years or so—it's a natural part of the solar cycle. This particular solar minimum, however, was lasting longer than usual, prompting some researchers to wonder if it would ever end.
News flash: The pot is starting to boil. "Finally," says Fisher, "we are beginning to see some action."
As 2011 unfolds, sunspots have returned and they are crackling with activity. On February 15th and again on March 9th, Earth orbiting satellites detected a pair of "X-class" solar flares--the most powerful kind of x-ray flare. The last such eruption occurred back in December 2006.


Of course some have predicted that this peak will end early, as soon as next May.

I have always accepted that solar activity was an influence on global temperatures. In fact at one stage I thought it was the major influence. That can no longer be sustained as the only influence. For those that believe human activity is not responsible for warming the question becomes this: Are you prepared to just accept vast warming or even an ice age as acceptable? Either of these scenarios would be catastrophic for civilisation as we know it. Adjustment would be impossible. If we can stabilise climate we should within acceptable bounds. If we can't then the world will be a very nasty place to live in. So its not so much a question of whether humans are responsible but whether we have any control or need to.

Down to -50C: Russians freeze to death as strongest-in-decades winter hits

Russia is enduring its harshest winter in over 70 years, with temperatures plunging as low as -50 degrees Celsius. Dozens of people have already died, and almost 150 have been hospitalized.

­The country has not witnessed such a long cold spell since 1938, meteorologists said, with temperatures 10 to 15 degrees lower than the seasonal norm all over Russia.

Solar Cycle Prediction

"We are currently well over three years into Cycle 24. The current predicted and observed size makes this the smallest sunspot cycle since Cycle 14 which had a maximum of 64.2 in February of 1906.
The smoothed aa index reached its minimum (a record low) of 8.4 in September of 2009. Using Ohl's method now indicates a maximum sunspot number of 70 ± 18 for cycle 24."

Locally, 2009 was the 5th coldest winter in our history books of 107 years.

But for the Statists, it's hard to tax the Sun... so they tax tanning booths!

Maybe windows are next:

The First Decade of the New Century: Alaska cooled 2.4 degrees Fahrenheit.

During the first decade of the 21st century most of Alaska experienced a cooling shift, modifying the long-term
warming trend, which has been about twice the global change up to this time.

Temperature deviation from the long-term mean, average of the 20 first order stations has returned to the same level as 1976.
Will Alaska’s frigid spell last long? The researchers don't know. The report notes, however, that Alaska endured three decades of relative cold starting in the mid-1940s. Many Alaskans pray the current cold stretch abates sooner.

China is suffering its coldest winter in 28 years, the news agency on Saturday quoted China's Meteorological Administration as saying.

Temperatures recorded over the country since November have averaged minus 3.8 degrees Celsius, while northeast China saw average temperatures of minus 15.3 degrees Celsius, its coldest winter for 43 years.

Plunging temperatures trapped around 1000 ships in sea ice off eastern China's Shandong province this week, Xinhua reported, while snowfall delayed more than 140 flights in Beijing last month, the China Daily said.

Global Cooling Heads for Britain

WINTER will roar in with a vengeance this week with a savage Arctic freeze likely to last until the middle of next month.

Temperatures will plummet by more than 20C as Britain is plunged into weeks of shivering misery, forecasters warned.

The UK faces the coldest and iciest spell of winter so far as another “Beast from the East” roars in from Russia and the Arctic, they said.

It could be the middle of February before any break from harsh frosts, ice and temperatures as low as -20C.
