If their test was in-network, the CARES Act will cover 100% of the test.
With the Act being signed into law on March 27th (because of various delays from Congress), the service date is the problem here.
I would suggest that your friend speak to their health insurance company and I'm sure they'll work something out if the test was COVID-19 related.
If not, I would speak to my Congressional representative and/or Senator.

Anything done at the ER is going to cost a lot of money. I guess that's part of the problem though.

Universal healthcare is the answer to that problem.
Universal healthcare didnt work so well in Italy during this pandemic.
They were choosing who lived and died.

The USA never didn't have enough ventilators, in fact we are now shipping them to other countries.
