Investors Intel Bull/Bear below 1.00 is a Buy. That's remarkable given the essentially flat action over the past couple days.

It's fine to date it below 0, but you might be living dangerously if you marry it depending on where you believe we are in the bull/bear cycle.  In the early days of the  2007-2009 bear market a one month or so long rally did spring out of sub-zero readings, but in a month or two at most you needed to get out of that engagement and pronto.  If you believe we are not in the early stages of a bear market, no problem, but if you think that old Yogi has parked his furry behind on the bench, fine to buy on a sub-zero reading, but just for a few weeks' long trade.  It all depends on your frame of reference.
