Instead of the ban, they might impose a one-hour coronavirus test right before check-in to ensure virus-free travel. They should also issue certificates for those who pass the antibody test when that become available.
Airlines that flies to currently banned countries will benefit from this.

United States have much higher new coronavirus cases than many countries that they restrict travel to. Should the restriction be lifted over this heavy-handed approach?

Also, the USA got the virus towards the after other countries so, it is expected the case would be on the rise now. Timing is everything.
Is there a 1 hour test?

It is not "new" cases which matters as much as "total existing infections" which is critical.
Italy & Hubei province has large no. of existing infections and sick people.
We should not lift travel bans from anywhere there are large no. of existing infections.

China only has less than 5000 active cases at the moment.
