Not true. People in the NYC meto area were not quarantined by state. Also, many Chinese went to NYC

The first case identified in NY was on March 1 by a healthcare worker travelling from Iran who was heavily infected.  On March 7th, Cuomo declared a "state of emergency" with 89 confirmed cases.  Schools were closed on March 14th, public buildings were closed plus theatres, concert venues and nightclubs and restaurants were closed. On March 17th, On March 20th, all non-essential businesses were closed down. Masks and social distancing were mandated. There was a statewide stay-at-home order. It has been determined that the mutation of the coronavirus in NY was overwhelmingly from the European variant.

Yes you should.
"Chinese New Year celebrations, also known as the Spring Festival, in China start on the 23rd day of the 12th lunar month of the Chinese calendar. The festival lasts for about 23 days, ending on the 15th day of the first lunar month in the following year in the Chinese calendar."

Jan 25 plus 23days.. where does that get you? All that time to spread the virus. It wouldn't take many Chinese to infect NYC.
