It seems to contradict what VIX is telling us. Perhaps complacency is different from optimism.

Optimism by their use is defined as the willingness to invest additional funds. My thoughts on complacency would be "happy with where the market is".

In other words, people don't want to invest anymore till they see a meaningful pullback. However, they don't feel any need to protect their investments as they don't fear a major downside.A "very meaningful" pullback may change things on both items
