Current TIMER DIGEST Signals:
Stocks - Bull - Short-term, cycles still indicate markets have some downside risk. In Leibovit Volume Reversal analysis we have cross above last week's highs on volume to negate last week's short-term negative signals. Support at 1294 in the SPX fulfilled 50 of the potential 100 points to the downside I was hoping to see during a late February to March correction. Outlier events including last week's surge in Crude Oil are wild cards, but Bernanke still has control over the printing press and the Plunge Protection Team, so I will continue to sit on my overall 'Buy' signal until market action strongly points to the contrary.
Gold - Bull - Time is running out for positive 'seasonality' factors for Gold, though it continues positive for other metals including Silver and Platinum for several more months. My next upside target in Gold is 1500 should we clear resistance at 1430. Silver is headed into the 40s.
Bonds - Bearish - Long bonds are way oversold and the current sell-off in equities drove buyers into bonds seeking safety. I watching the current technical bounce to see if I can find a 'safe' short entry opportunity in ETFs.

STOCKS - ACTION ALERT -
Two-years after launching QE, Murphy's Law, - "Anything that can go wrong, will go wrong," is starting to kick-in. Much of the Fed's QE money is spilling over into the North Sea Brent crude oil market, the benchmark for pricing of two-third's of the world's oil, and the Fed has left the world economy with little room for error, in the event that instability in the Middle East leads to supply shocks. One of the unintended consequences of QE, unleashed by the central banks in England, Japan, and the US, is the powerful resurgence of the "Commodity Super Cycle," that's sparking riots in North Africa, and has already toppled the dictators of Egypt and Tunisia.
The stock market rallied on Friday, recovering some of last week's losses, after consumer sentiment hit a three-year high and following some good corporate news, most notably a big contract win by Boeing. The Dow Industrials rose 61.95 or 0.51% to 12130.45 and the S&P gained 13.78 or 1.06% to 1319.88. The NASDAQ outperformed, rising 43.15 or 1.58% to 2781.05. And the small-cap Russell 2000 did even better, jumping 17.77 or 2.21% to 821.95. Breadth was very positive, but volume was light despite being options expirations.
The conspiracy theories about the mythical PPT, were given an added degree of credibility on Nov 3rd, 2010, when Bernanke wrote in the Washington Post, that jigging-up the stock market, was in fact, the Fed's key mechanism for bringing down the jobless rate, and spurring an economic recovery. "Easier financial conditions will promote economic growth. Lower corporate bond rates will encourage investment. And higher stock prices will boost consumer wealth and help increase confidence, which can also spur spending," Bernanke wrote, describing the "wealth effect."
Commodities led the market rally on Friday (XLB +1.48% and XLE +1.59%). Meanwhile, defensive stocks were the worst performing sectors (XLP +0.51%, XLU +0.56%, XLV +0.62%) as traders shifted to from safety to risk, as indicated by the big rally in Small Caps (IWM +2.32%).
I'll repeat what I wrote Friday at mid-day: Looking at the charts, I'm liking what I'm seeing about the recent correction. The S&P 500, NASDAQ Comp, and Russell 2000 all bounced off of their 50-day moving averages. The Dow Industrials never touched it while the Dow Transports holds below its moving average. Most of the market sectors have also bounced off their 50-day moving averages, the exception: XLE which never got that low.
During the recent correction, we trading the short side of the market, profitably I might add. This correction is within the context of the larger bull market and corrections are buying opportunities. It was nice to see support hold and act as a trampoline for stocks. We very easily could have more consolidation ahead as the market struggles with international events and high oil prices, but I'll be on the lookout for support and, more importantly, Positive Leibovit Volume Reversals.

DOW TRANSPORTS - ACTION ALERT -
Transportation stocks moved higher with the broader market, nearly matching the gain in the S&P 500. The Dow Jones Transportation Average jumped 51.92 or 1.04% to 5060.37.
As mentioned above, the Dow Transports has the weakest charts of the all the major indexes as it sits below its 50-day moving average. However, it may have created a double bottom in the 5000 area. If these lows hold and the index can push to new highs, which will take time, I can see a big bull rally. But let's not get carried away. We are mostly in wait-and-see mode here, especially when it comes to the Transports.

GOLD and METALS - ACTION ALERT -
Metals rallied across the board on Friday, recovering some of Thursday's losses, as traders' concerns about international affairs decreased amid good economic news and reassurances from the IEA and Saudi Arabia that oil supplies will be adequate. Gold jumped 7.50 to 1409.60, silver rallied 1.27 to 33.38, platinum gained 24 to 1805, palladium rose 16 to 789, and copper moved up 0.1115 to 4.4550.
As stated above in my introductory comments, Gold above 1430 should see 1500 while Silver now projects into the 40s.

The spot price of uranium quadrupled from 2004 to 2007. When it hit $138/lb, uranium became a certified bubble, which has now burst.

BONDS - ACTION ALERT-
Treasuries held steady Friday after the weak GDP report provided enough support to offset the strong consumer sentiment report and the rally in stocks. The long bond future rose 6/32 to 121 23/32.
The Federal Reserve Bank of New York bought $7.24 billion in Treasury debt on Friday, part of the Fed's second round of quantitative easing, and includes purchases made under a previous program to reinvest cash from its maturing mortgage-related holdings back into Treasurys. Dealers offered the central bank $23.97 billion in Treasurys maturing from 2018 to 2021. Since the program began in August, the Fed had bought about $442 billion through Thursday.
Federal Reserve Vice Chairman Janet Yellen on Friday strongly defended the central bank's innovative bond purchase program, saying the benefits have been "sizable." In the absence of the Fed's asset purchases, the unemployment rate would have remained over 10% and core inflation would have fallen below zero this year, Yellen said, citing research at the central bank. She spoke at a monetary policy conference hosted by the University of Chicago Booth Business School. Going forward, market expectations about the timing and pace of the unwinding of the Fed's asset purchases will impact financial conditions, Yellen said. Conditions would likely "tighten immediately" if the market came to expect a more rapid selloff of the balance sheet while a slower-than expected-exit would likely be stimulative. As a result, the Fed will use great care in its communication, Yellen said. Last April, the FOMC members said they wanted the "renormalizing process" to take five years. She added the F ederal Reserve would not sit by and watch a sustained increase in inflation expectations or core inflation from a recent spike in oil prices. "We are watching [inflation expectations] very closely, especially in the present circumstances," Yellen said. "Any increase that seemed to be sustained in inflation expectations or in core inflation... would really demand a response," Yellen said at a monetary policy conference hosted by the University of Chicago Booth School of Business. "I don't think there is anybody who would view as reasonable policy to just wait around until inflation has increased and inflation expectations have increased on a sustained basis. Everyone of us has learned a huge amount from the experience of the 1970s and we do not intend to repeat it," she said.

CRUDE OIL - ACTION ALERT -
Oil posted a small gain on Friday as protests expand through the Middle East and North Africa. But gains were limited after Saudi Arabia and the International Energy Agency, which has 1.6 billion barrels of emergency oil stocks, said they would increase oil sales if necessary. Crude oil rose 0.60 to 97.88.
Crude traded at 103.41 on Thursday and what appeared to be a split second later tradaed down to 97.28. That rally satisfied all my current upside projections - not to say it can't go higher and newer projections are generated, but for now I am only bullish insofar as Crude's connection to commodities in general and the worldwide inflation we're currently experiencing.
Money managers added 47,600 "long" oil contracts, or bets prices would go up, pushing the net longs to a new record of 240,572 contracts, data from Commodity Futures Trading Commission data showed Friday. The managers also added 7,800 short contracts, or bets prices will go lower. Oil ended the week with gains of 14% as unrest in Libya and concerns about possible contagion to other North African and Middle Eastern countries roiled markets.

US DOLLAR - ACTION ALERT -
The US Dollar Index recovered some of its recent losses on Friday while the Euro and Pound weakened after good economic news in the US, lower than expected monetary inflation in Europe, and a shrinking economy in Britain. The US Dollar Index gained 0.197 to 77.275.
Annual money-supply growth in the euro zone, one of the European Central Bank's most closely-watched measures of near-term inflation pressures, unexpectedly decelerated in January, the ECB said Friday. Annual M3 money supply grew 1.5% in January, down from 1.7% in December. Economists had forecast an expansion of 2.2%. The three-month average of annual M3 growth stood at 1.7% in the November-January period versus 1.6% in the October-December period. Economists had forecast a 2% rise. The annual growth rate of loans to the private sector in the euro zone rose to 2.4% in January from 1.9% in December.
The Euro fell 0.34% against the Dollar.
The British economy contracted more sharply in the fourth quarter of 2010 than previously estimated, the Office for National Statistics said Friday. Gross domestic product contracted by 0.6% versus the third quarter, compared to a previous estimate of a 0.5% decline. Compared to the fourth quarter of 2009, GDP grew by 1.5%, the ONS said, compared to a previous estimate of 1.7%.
The Pound declined 0.15% against the Dollar but rose 0.21% against the Euro.

ECONOMIC NEWS:
The U.S. economy grew at 2.8% pace in the final three months of 2010 based on new data showing that consumers and state and local governments spent less than originally estimated. Last month, the Commerce Department said gross domestic product climbed at a 3.2% annual rate in the fourth quarter. Economists had expected revised GDP to remain at 3.2%. While consumer spending underpinned growth in the fourth quarter, the government now says it rose 4.1%, down from a previously reported 4.4%. Spending by state and local governments, meanwhile, dropped 2.4% instead of the initial estimate of a 0.9% decline. Spending by government at all levels fell 1.5% in the fourth quarter, down from 0.5% in the first reading of GDP.
An index of consumer sentiment rose in February, according to media reports of a poll released Friday by Thomson Reuters and the University of Michigan. The gauge rose to 77.5 in February from 74.2 in January. A prior estimate for sentiment in February was for 75.1. Economists had expected a final February reading of 75.4.

CORPORATE NEWS:
Insurance giant American International Group posted a fourth-quarter profit of $11.2 billion, bolstered by $17.6 billion in gains from the sale of several businesses and the initial public offering of AIA Group, its Asian insurance business. For the quarter, AIG said its after-tax operating loss was $2.2 billion compared to a $1.3 billion loss in the same 2009 period. The U.S. government owns 92% stake in AIG, which nearly collapsed in 2008. AIG this spring is planning a big stock offering to extricate itself from the government. AIG declined 4.67%.
The U.S. Air Force said Thursday it would award Boeing a $30 billion contract to build 179 aerial-refueling tankers. The fixed-price contract required the Chicago-based company to deliver the first 18 jets by 2017. Boeing beat out Netherlands-based EADS for the contract. EADS has 10 days to appeal the decision upon being debriefed on the decision within the week. BA rallied 2.18%.
Applied Materials reported a fiscal first-quarter profit of $506 million, or 38 cents a share, compared with a profit of $83 million, or 6 cents a share, for the year-earlier period. Revenue was $2.69 billion, up from $1.85 billion. Adjusted income was 36 cents a share. Analysts had expected the semiconductor capital equipment company to post earnings of 33 cents a share, on revenue of $2.58 billion. AMAT rose 1.83%.
Gap reported on Thursday a fourth-quarter profit of $365 million, or 60 cents a share, up from $352 million, or 51 cents a share, a year ago. Sales rose to $4.36 billion from $4.24 billion. Analysts were looking for a profit, on average, of 57 cents a share with sales of $4.36 billion. Separately, the clothing retailer said that it approved an additional $2 billion in share buybacks and that it plans to raise its annual dividend from 40 cents a share in 2010 to 45 cents a share in 2011. GPS gained 1.16%.
Mid-priced department store operator J.C. Penney said its fiscal fourth-quarter profit rose 36% to $271 million, or $1.13 a share, from $200 million, or 84 cents, a year earlier. Sales in the quarter ended Jan. 29 rose 2.8% to $5.7 billion with comparable-store sales increasing 4.5%. Excluding items, the company earned $1.23 a share. Analysts, on average, estimated profit of $1.11 a share. Penney also plans to repurchase up to $900 million shares. For the current year, Penney forecast profit of $2 to $2.10 a share, excluding the impact of its share repurchase. Analysts expected profit of $1.82 a share. JCP lost 6.54%.
Interpublic Group said that its fourth-quarter net profit rose 45% to $197.9 million, or 36 cents a share, from $136.4 million, or 24 cents a share, a year earlier. Revenue for the quarter grew 12% to $2.01 billion. The advertising agency and marketing group also announced that its board has initiated a quarter stock dividend of 6 cents a share and authorized the repurchase of up to $300 million of stock. Analysts had been expecting earnings of 31 cents a share on sales of $1.92 billion. IPG jumped 8.18%.
First Solar reported fourth-quarter net income rose 3.7% to $155.9 million, or $1.80 a share, from $150.3 million, or $1.65, a year ago. Revenue for the quarter fell 4.8% to $609.8 million from $641.3 million a year ago. Analysts predicted the Tempe, Ariz.-based solar power company would earn $1.77 a share on $646 million in revenue. For 2011, the company said it now sees sales totaling $3.7 billion to $3.8 billion and earnings per share of $9.25 to $9.75 for the full year. Analysts were looking for $9.12. FSLR declined 5.44%.
DreamWorks Animation SKG said Thursday that its fourth-quarter profit almost doubled on revenues from the theatrical films "Shrek: Forever After" and "Megamind." The company said it earned $85.2 million, or 99 cents a share, compared with a profit of $43.6 million, or 50 cents a share, in the year-ago period. Revenue rose to $275.7 million from $194.2 million. Analysts were expecting a profit of just 73 cents a share on sales of $294.3 million. DWA dropped 2.78%.
Tenet Healthcare said its fourth-quarter net income rose to $74 million, or 14 cents a share, from $21 million, or 4 cents a share, in the year-ago period. Revenue rose to $2.3 billion from $2.26 billion. Earnings from continuing operations were 10 cents a share. Analysts were looking for earnings of 8 cents a share, on average, with sales of $2.34 billion. THC increased 1.43%.
Autodesk said earnings rose by 23% in the fourth quarter thanks to strong demand for the company's design software. For the quarter ended Jan. 31, Autodesk reported net income of $61.6 million, or 26 cents a share, compared to net income of $50.1 million, or 21 cents a share, for the same period the previous year. On a non-GAAP basis, the company said it would have earned 35 cents a share for the recent period. Revenue rose 16% to $527.7 million. Analysts were expecting earnings of 33 cents a share on revenue of $514.7 million. ADSK rose 5.74%.
BlackRock said its board raised the quarterly dividend by 37.5% to $1.375 a share from $1 a share in the previous quarter. The dividend will be paid March 23 to shareholders of record at the close of business on March 7. BLK was up 1.35%.
Shares of CBS rose Friday after analysts were upbeat about the company's Thursday investor meeting. Morgan Stanley added the stock to its Best Ideas list. Needham & Co.'s Laura Martin reiterated her buy rating on the stock, saying that the company expects to add revenue over the next two to four years in a number of ways, including $1 billion in fees paid by cable and satellite operators and CBS affiliates across the country. CBS also said digital platforms such as Netflix Inc.'s streaming video service will add up to $1 billion in licensing fees for shows in the CBS television library. CBS gained 6.85%.

Canadian TSX, TSX Venture and Canadian Dollar Commentary for our Canadian clients updated for Monday, February 28:
The Canadian market rallied Friday and outperformed the US market as Metals & Mining led the advance amid rallies in the metals and good earnings from Goldcorp. A gain in oil also lifted the Energy sector to a nice gain. The TSX rose 184.82 or 1.33% to 14052.13. Intermediate term I expect to see the TSX at the 15,600 level.
Goldcorp announced fourth quarter 2010 earnings of $331.8 million and record operating cash flow of $646.1 million. The world's second-largest gold company by market capitalization reported adjusted quarterly earnings per share of $0.57, beating analysts' expectations of $0.47 per share. Revenues rose 70%, to $1.32-billion, boosted by higher gold prices and increased sales volumes. Goldcorp said separately it has approved an increase in its annual dividend to $0.40 a common share, citing "increasing cash flows due to growing gold production and a continued strong metals market". The company announced just four months ago that it had doubled its annual shareholder dividend payment to $0.36. G.TO rallied 3.49%.
Iamgold Corp. advanced 5.7 percent to C$20.50, the fifth- biggest gain in the Canadian benchmark equity index. The Toronto-based mining company said on a conference call it may consider a sale or an initial public offering for the Niobec niobium ore mine in Saint-Honore, Quebec.
Potash Corp., the largest fertilizer producer, advanced 3.2 percent to C$58.87 as wheat rallied 4.1 percent, corn rose 3.7 percent, and soybeans climbed 3.4 percent.

CANADIAN TSX Venture:
With rising metal prices and good corporate news in the Mining sector, as mentioned above, the Venture did even better than the TSX, rising 46.94 or 2.02% to 2375.62.

THE CANADIAN DOLLAR (using the FXC Exchange Traded Fund):
The Canadian Dollar is rallying to a recovery high as traders moved to commodity-based currencies on Friday as oil and the metals moved higher. FXC jumped 0.48 to 101.62, its highest level since May 2008.
Resistance is 102.00, 105.00, 110.00. Support is 95.96, 93.20, 92.50 91.82, 91.00, 89.75, 87.50 and 85.18.
