Knowing the somewhat lose definition, is there any proof (chart) of these numbers coming in even close to the definition ...of substantial?

Sounds pretty vague for an indicator. Way to much left to interpretation.

The two things I dislike most in any type of indicator are a lose interpretation or just plain vague.

Definition goes on to say:

The rationale behind the indicator is that, under "normal conditions", either a "substantial

number"
of stocks establish new annual highs or a large number set new lows - but not both.
