Hi dcengr, the PTB wait until 11 months from the time that they accumulated stock at the lows for their long-term investment accounts and for their clients' accounts and then they sell short against the box an amount equal to their long-term-investment inventory of accumulated stock. Then 30 days later they sell the stock for long-term capital gains (the 30 day "wash-sale" rule). The loss in the maximum gains that they could have gotten by selling the stock at the top after 12 months for long-term capital gains is made up by the profit they get from covering their short sales that they made when shorting against the box. In addition, the stock has then been brought down to lower levels so that the public can't sell or sell short at the levels that the PTB sold short; They then continue to move the stock(s) in question down to lower levels that they deem to be wholesale-price levels where they will once again begin to re-accumulate stock(s) for themselves and their clients. All worlwide markets are simply used for merchandising operations. i.e., moving stocks from what the PTB ascertain to be wholesale price levels to retail-price levels where they distribute and then sell stocks short and then move them back down to wholesale-price levels where they profitably cover their short sales and then re-accumulate stocks them for themselves and their clients. The same merchandising process holds true in all worldwide markets for commodities, currencies, and stock-index futures' contracts
