Here I made an observation about tagging the 4th deviation of the 60-minute 377ma:

$RUT did achieve a close above that highest reading of the lower BB level this time (back on Aug 8), unlike 2002. Live chart:

Here's side-by-side 2002 and now. The price fractal is still behaving in a similar fashion, but rebounds have been stronger this time around:

For the moment, somebody's on it. So rescue and resuscitation technology seems to have improved. Now a test of the new recovery technology (if there really is any) is up next.
