All developing countries use protectionism to protect and grow their fragile industries. India, Brazil, do it. Trump did not pursue China's unfair (state subsidized) steel and aluminum production in a case that was already in WTO. Instead he moves to hurt EU, Korea, Japan, ... with this.
"On Jan. 12, 2017, the Obama administration filed a case with the World Trade Organization that accused China of unfairly subsidizing aluminum producers and thus driving down global prices for the metal. But Mr. Trump’s trade representative, Robert Lighthizer, has failed to ask the W.T.O. to convene a panel of judges to hear the case, effectively suspending it."
