They were raising rates at almost every meeting till the end of 2006. It means she thinks a reversal in monetary policy alone can stop the bleeding at any time if the bubble bursts. She was wrong. This wasn't an 1980-1982 style recession where monetary policy alone caused the recession. There were other factors that fed the bubble, some of which were in the purview of the Fed and the banking regulators.
