It's not fully confirmed, and actually, it's up this morning (which makes me distrust this morning rally), BUT I view the VIX as smart money and it looks like the "Smart Money" is betting on lower implied volatility. That's generally Bullish.
I would not be surprised by a larger pullback in November, but it could be from appreciably higher.
