That's Traders-Talk's Sentiment indicator. It is a heads up indicator for a turn. Not a perfect indicator (since it only says "turn" not Buy or Sell), but it's pretty good. I have data going back to when we moved to this software.
There's more in my blog, too. If you need it, I can send you historical data, too.
