Could we will see a pickup in new highs for another rally then another decline before any summer low?

yes, maybe a little more dropping back and then onto 14000 before declining into the fall to 12503

I'm trying to understand Elder's quote and not quite getting it. Seems to me a bottom would have more lows than highs? Well, at least lower lows then the bottom comes. Maybe if i get at it through the back door, how ARE serious bottoms made according to Elder? Is he saying that serious bottoms make more "highs" than "lows"? How does he define high vs low?
