NYSE volume for today only 1.5B? isn't this low and doesn't it indicate that the decline is a weak one?

According to StockCharts.com, today was arguably the highest volume ever, only rivaled by action surrounding the July bottom in 2002. For some reason I am unable to post a long term chart.

Actually, the average volume over the last six months is 1.57 billion-the volume today was huge. Apples to apples, that is.
