NYSE Volume - 1.5B? is this correct?

NYSE volume for today only 1.5B? isn't this low and doesn't it indicate that the decline is a weak one?

no, its 2.89 bil. One of the highest volume days ever.

According to StockCharts.com, today was arguably the highest volume ever, only rivaled by action surrounding the July bottom in 2002. For some reason I am unable to post a long term chart.
