Totally weird tick today

Usually Tick moves pretty much with price.
I don't know what to make of this.
Price declines while tick rises all day:

Tick never lies. My IT Cumulative Tick is back to neutral mode again. I demonstrated it many times over the years what it can do. I never take longer-term positions against it. Denleo

Can the computerized closing of the short sales generate a bunch of buying at the ask prices?!? Perhaps they were covering at the lows as the prices were drifting lower, but it wasn't real buying and it only supported the prices for the day...

And the July 6 end of the up tick rule is making things wacky
History always repeats . . . only the details change.

I've been wondering the same.
What will the effect be?
I wonder if Friday's late action could be a result.

Back in Feb/March, "they" were saying that somebody hit the wrong button.
Are we going to see more extreme volatility, or will this all calm down soon?
$VIX hit a high Friday, not seen in 4 years.

4 years...
...cycles?
...Hmm...
