if the TRIN(Q) closes below MA that is a buy right? Not the other way around?

You are correct. 6 out of 7 on buy, BPCOMPQ very close--just needs to cross up through the lower bolli.
Sometimes been known to BUY right at the tail end of a countertrend rally, so context is key. I'll defer to IYB on his signals to put it in the correct context.
