Dr. Franklin was a smart fellow, but I'm pretty sure the water purifing techniques have improved since the late 1700's.
Yea, take a glass of fresh tapwater (let it run for a while to get the "pipe impurities" out), fill the glass, and while it's still swirling in the glass hold it up to the light. Those little tiny white particles swirling around are little pieces of toilet paper. They haven't perfected the technique as much as we might like.

If it is toilet paper, well that's just fiber.

I heard about people drinking only distilled water and having health problems because of it.

The real solution is to mix water and Jack Daniels together, then you got the best of both worlds. No bugs, no sugar, low fat, and after a few, you dont give - a - ship anyway
