This is possible but rates are still rising. If this is July 2008 the Fed had already been cutting rates for almost a year... first cut Sept 18,2007. Should be interesting. I'm watching with my popcorn and 5 percent interest CD's. To be fair I just looked at my UTIL monthly chart and it looks the same as in July 2008 were the 10ema is touching the 12ema. Will it cross?

Naz Comp still lookin' eerily similar to Dow mid 1930....all it will take now is price to get back under the 200 Day and stay under for a few days to re-awaken the bear...
And under the yellow line, strap on the parachute.
